Full Council of Members

As a Clinical Commissioning Group, NHS Cumbria CCG is a membership organisation made up of GP member practices. In total all of the 78 GP Practices across Cumbria are members and make up the full council.


The Full Council of Members defines the coming-together of the 73 GP member practices to agree changes to the constitution and debate any significant policy or financial change which the members feel necessary.

The Council shall meet at least once annually to agree any changes to the Constitution and to ensure publication of the Annual Report and Accounts by the Governing Body. 

Functions of the Full Council of Members – the Council has specific responsibility for:

a) approving the CCG’s Constitution and proposed changes to the Constitution, including:

i) the powers reserved to the membership and those delegated to the Governing Body, Committees,         employees or other persons specified in the CCG’s Constitution;

ii) overarching scheme of reservation and delegation;

iii) the membership of the CCG’s Governing Body and Committees;

b) the arrangements for members joining and leaving the CCG;

c) the arrangements for the appointment of the clinical chair and Chief Officer;

d) Ensuring publication of the Annual Report and Accounts by the Governing Body

There is no requirement for these meetings to be held in public, however, during the full council of members meeting on 5 June 2013, the GP members voted unanimously to hold future Full Council of Members meetings in Public. See more in our news story here>>|
